Apple generates way more revenue than Intel so they have a lot of money to go hire people. They also don't need to invent the manufacturing process. Basically they need to come up with a good architecture and then use Eda tools to build out the chip.
Look at their retained earnings on the balance sheet. It really only started going up when aws started getting more popular. Amazon always had an insane valuation.
