Yeah, good luck. Microsoft Teams has been changing rapidly. I doubt the French government will be able to keep up. The software will be outdated before the deployment is even finished. They'll use it for 5 years before they give up and go back to a software vendor.
Have there really been that many worthwhile releases for Teams? Security updates aside, videoconferencing is definitely a thing that can just be "done" depending on what their needs are.
