This is referring to StackOverflow's Talent product, which is a software engineering focused hiring platform. Seems like they furloughed the sales and marketing team for this product, due to an expected slowdown in market-wide hiring.
This is due to how cryptocurrencies are classified by the IRS. Currently, they are classed as assets (property) as opposed to currencies, and thus any "realized gains" are taxable events. This includes the above example, where you may have technically "realized a gain" while buying a grilled cheese with Bitcoin.

In Portugal, very few places accept credit cards, or even debit cards in many cases. This is mainly so the businesses can avoid the crazy fees. It's inconvenient, but the prices are probably slightly cheaper, so people don't really complain.

That's basically the point of most law and financial firms (at least when they start out). Until it went public (and still to a large degree), the whole point of Goldman Sachs was to make its' employees rich.
This article makes a great point regarding ISIS aim to turn western nations against the refugees. I can't even fathom how it feels to be forced from your home, then be greeted with hostility just about everywhere. It's not hard to imagine developing the sense of hatred that leads to irrational decisions (like joining ISIS), especially in the younger refugees.
I have no idea what the solution is, but I think it's clear banning refugees isn't it. I understand the fear, and I'm as scared as anyone about the potential for new attacks. Still, we need to unite everyone against ISIS, not drive new recruits towards them.
I know amazing engineers without CS degrees, and bad engineers with them. It's certainly nice to have one, but it's hardly a prerequisite for becoming a good engineer.
Eventually, creditors might write it off, but the borrower would be liable if they ever return to the US.
Also, given how annoying it is for international banks to work with US expats, I can't imagine they would look past that kind of dent in credit history.
