The protocol is not distributed, the application state is, as a shared memory system. It's fundamentally incompatible with hosting the web, for instance, since hypermedia is supposed to be the engine of application state as the web is fundamentally a distributed hypermedia application.
The Internet is apparently in its "infantile" brain stage. Would we notice when the Internet's "memory" (the Web) becomes a cantankerously irreverent mentally unstable adolescent?
Why would you not expect programmers with strong political leanings? What kind of world do you live in where top researchers all share moderate views and modes of expressing those views?
