This happened in a British colony (India I think but not sure). The government tried to fight poisonous snakes by offering reward for a dead snake. Locals started to breed these snakes and turned them in to the government.

Nope. Most of the guns in that box are Harlot derringers with a few Liberators. Neither design is one I'd fire without carefully counting my fingers after each shot, but they do work.
It seems to depend on what ATF regulation you want to look at. A lower receiver, according to the ATF, is a firearm and needs to be regulated.

Maybe gun buybacks ain't so bad after all.
3D Printed guns are Ghost Guns because they have no serial number. Also made of plastic so metal detectors cannot detect them.
