I assume they'll be going after Sony, Microsoft, Nintendo, etc. now for doing literally the same thing?
Not sure that’s true. Seems like this is about Google blackmailing them with App Store exposure if and only if they play ball.
That’s arguably different from paying for exclusives.

lol, what difference would it make? This is like me getting fined 32 cents, it is just a rounding error for Google
I dislike this conflation of institutions with nations in the (original) title. Reuters doing this certainly shapes the way many perceive the world.
Better title would be "Korea Fair Trade Commission fines [...]"

I thoroughly disagree, and think its perfectly acceptable for international press to refer to decisions made by government agencies as just the country itself. Not every government has a 1:1 comparison with the US FTC, and just because it's named similarly doesn't mean the Korean FTC operates with the same set of rules or remit.
As a foreigner, you should understand implicitly that governments aren't monolithic entities, but also don't usually need the details on which branch of a foreign government handles what.

The word for this figure of speech is metonymy - specifically a type of whole to part synecdoche.
