Does this thing have any actual practical benefit over traditional cruise missiles or ICBMs? It sounds more like an ego stroking exercise by Putin. "Look, I'm smarter than the experts".
If you believe the characteristics published by the Russian MoD, then the only "interesting" characteristic is the supposed ultra-low flight path (50-100m).
Other than that, as you implied, nuclear weapons is kind of a "solved" weapon category.
