The H-1B program is so flawed I wonder if it would be better to just cancel it.
Replace it with a program which prioritises America's military and cultural allies: UK, Canada, Australia, New Zealand, South Korea, Japan. Set a minimum salary of $100,000 and let anyone born in (and a citizen of) those countries in.
The USA is a uniquely attractive destination for illegal immigrants, and its no surprise unfortunately that there are 22 million in the country.
-No other Western countries offer birth citizenship.
-No other Western countries allow people to get drivers licenses, bank accounts, or go to school without proof of legal residence (ie. a visa or citizenship).
It makes sense to fix these 'pull' factors as a priority in order to deal with the problem.
Start with why Nintendo games are non-exploitative: no microtransactions, and a single retail purchase.
Regulate children's games such that they must have a minimum price (eg. $4.99) and contain no microtransactions.
The same could be done with pornography: require $4.99/month as the minimum charge, paid via credit card, to access, and DNS ban all sites which do not acquiesce.

It doesn't make sense for America to educate its rivals. We should also be wary of Universities turning into backdoor immigration schemes - this has already happened in Australia and lead to a massive reduction in education quality.

Global access to education, contraception, and abortion for women, for starters. Redirect foreign aid away from food aid and towards this purpose. If you feel that your family cannot support a child, it should be within your power to control that. Many women simply do not have that choice.
This is a good thing: we are already significantly over the carrying capacity of the planet. A managed decline of population down to a couple of billion engineers, and robots for everything else, would mean a much better quality of life for the average human, and much better outcomes for the environment. Then, when we expand beyond Earth, we can grow the population again.

After living and working in multiple countries around the world: in the USA its easy to make money. In much of Asia there is a huge amount of corruption, and in the EU a huge amount of needless tax and regulation, and in neither areas (apart from a few Anglo countries) is English spoken as the official language.
In the EU companies spend a lot more time optimising their tax situations (for the founder and employees) and cannot easily hire or sell products across borders due to language barriers. The EU needs to adopt English officially and individual EU countries need to adopt English as an additional official language and allow children to be instructed in it

There are some industries like Game Development where only one or two emails are sent to the entire distribution list per year.
If you're collecting emails on game announcement at month 0, and releasing at month 24, for an average Indie game at $14.99, deducting 30% platform commission, Mailchimp costs alone represent 2.1% of your net revenue per customer - pretty extreme.
