In the sense that the people that do the most money-laundering are the same people that control the institutions of the state. Invariably people indicted for money-laundering are small fries that do not have the necessary connections to be immune to indictment.

What is necessary for western society is to import more people that do not want to contribute to society besides accepting welfare.
