Is it legal to force this before the vaccines are officially approved by the FDA? Or rather, will we see an eventual legal battle about this?

No, to force anyone into human experimentation is a violation of the Nuremberg Code. Specifically sections 1, 3, and 8. Other sections could be easily argued to be in violation as well, but those 3 seem to be entirely against the current vaccine situation and policies being adapted by companies.
