If you are talking about receiving payments, I believe this is not possible if you reside in an unsupported country. However, if you have a bank account in a supported country I believe it could work even if you don't reside there. Best to ask Stripe support though to get a comprehensive answer...
Not fully, you cannot configure syntax specific settings (settings for different markup/programming language files) in ".sublime-project" files, only globally. Also, for ".sublime-project" files to work, you need to add the project to Sublime Text's project list. I wanted something more flexible...

I am aware of EditorConfig and I think the greatest strength of it is the ability to configure different editors with one cross-editor configuration file. However, it's greatest strength is also a weakness since it handles, like you correctly said, only general style settings. For example, an important thing for me was the ability to configure the rulers in Sublime Text, which EditorConfig can't do. SuperSettings allows you to configure any Sublime Text setting, so you can, for example, have different color themes for different folders.
Thats a good tactic, I have done similar things in the past by using mind maps to first create an overview which then created more flow and less overthinking.

You raise a lot of good points. One of my main concerns is the pricing model: 5-10€ would be quiet appropriate for small questions that take a few minutes to answer, but is too low for more complex questions that require research. On top of that, it also matters where the person answering the questions comes from since rates vary from country to country. I do not want this to become a place like, for example, Upwork where things tend to be a race to the bottom and you have people answering complex questions for 50 cents. What did you mean with "there's your pricing model"?
Take a look at Kolab Now (https://kolabnow.com). They are based in Switzerland and are only using open source software. You can also use your custom domain with them.
At the time of this writing, basically >= IE9. One could argue that this is quiet far back, but I would definitely support IE11 since it is supported on Windows 7, Windows 8.1 and Windows 10.
In my experience, IE11 has pretty good support of web technologies, so I would not go as far to call it IE6 hell.
I mainly use my iPhone for web development when I am on the go and feel like getting some light work done. I use Textastic, a great editor for iOS. However, when I need to get more complex work done while traveling, I always take my laptop with me. This allows me to use things like Vagrant. I do not know what the situation is like on Android, but I don't see iOS replacing MacOS when it comes to web development.
I use www.puphpet.com to set up my Vagrant environments for web development. You basically configure your environment in the browser and and then download the generated Vagrant configuration that gets everything going for you.
I do it when I am on the go and feel like getting some light work done. Mostly small adjustments which don't require the whole codebase but just single files. For doing more complex work I often feel to restricted: I can't start, for example, Vagrant to test my changes.
I am talking about iOS here, I do not know what the experience is like on Android. By the way, I find Textastic to be a great editor on iOS, it is a universal app, so it runs on iPads as well.

I have also not dealt with things like these, but one thing I strongly believe in: don't be afraid to let people know how you feel about things and how you see things. So I would probably say something like this: I do not wish to sell my project but I am looking for an opportunity to grow. Would you be willing to help me out with this?
