Gas taxes have been diverted away from roads by the California government. Recently, a new per gallon tax was added and roads are finally being improved after a long spell of neglect. California already had the highest per gallon taxes in the nation.
So then the question is to where did the original money get diverted? A big part of the answer seems to be Education, which is still some of the worst in the nation.
How can that work? The highest taxes with the lowest outcome? Many people blame the millions of illegal aliens for that.
You're the one who sounds privileged. OP sounds like they know what it's like to live within their means, and grow up with a strong character. You just want to make entitled leeches.

You say most people would support a tyrant, which may not be true but let's go with that. Given that, why wouldn't you want the opposition to that tyrrany to have guns? Your take seems defeatist. You want to just try to live peacefully as tyranny spreads?
I don't think it's fair or accurate to say folks wouldn't speak out against those things.

I'm against loss of human life too, that's why I'm pro-2nd Amendment. People can defend themselves. People can fight off tyranny. Given enough time, people will need to do that again.
