I think a decent way of doing things would be to have people do public service of some sort (military included) for a few years and they get free school in exchange.

Gives people a chance to do a bit more and going to college at 21 instead of 18 seems like a good thing to me.

That sounds horrendously expensive and unfair. Your major is in yarn and you don't make any money? oh well that's fine.
