I believe that the title of TFA is faithful to the spirit of a contest named "The International Obfuscated C Code Contest", even if I was also confused by the title.
The work of all the winners was extremely impressive, as usual at this contest.
I especially enjoyed the Nixie tube emulator, being familiar with real Nixie tubes, and having a fondness for their use in clocks.
