This isn't just NSA, but tech positions GOV wide. Lots of locations are requiring Contractors be put on an equivalent pay scale as the GOV employees, causing them both to look elsewhere... Why take a position with less stability and benefits, for the same, and in some cases less, pay.
This article came off as a big whine-fest... Yes, security is an issue. It always will be. Yes, we need to find a better way.. But without proposing a viable alternative or solution, it's just blah-blah, complaint-complaint.

Apple is good for users who was a device that is simple, set in it's was and easy to use. It makes it hard to break.
Android makes a phone that has unlimited potential, but at your own risk.
As an IT, I'm a tinkerer... so I prefer the later. :)
