For a woman in the similar age, I would say she is more deserving of Nobel Peace Prize than Malala Yousafzai.
The risk that Malala takes in advocating for women right in Islamic countries is admirable, there is no denying in that. However, her impact are minuscule compared to Alexandra's in the big picture of progression as a human race. Malala's activism has not changed much on the course of women right in the countries where religion governs the lives from family to governance.
Don't know about EU in general.. but my articles published in Springer is open access with the German initiative DEAL. I don't know if that counts as open access as the German government is the one paying for it.
EU Commission does has some democratic element in it. As though they are not elected by the Europeans directly, they are proxy voted by their respective government.
This is not new. For example, there are also no ministry election or, yet the government of the day still put people onto that position. This is just one example, if you're coming from the US, you can even think of the even more examples of non-directly elected official making important policies.
But judging by your two comments here, you have given this matter very little thought.

As an overseas Chinese visiting China, the cashier always look at me weirdly when I told them (in Chinese) I don't have online wallet/mobile internet. They think I'm taking them for a laugh.

Personally, I don't like to drive and I think it is a waste of my time, time that can be better used. Which is why I always find my apartment that has good public transport to my work place. Some of my research ideas are found on a train ride to office.
