Prohibition laws created the drug cartels. You don't see distillers killing each others in turf wars, quite simply because it would be highly destructive to their possibility of operating on the right side of the law.
To end the "wars" regarding drugs, you must end the war on drugs. Legalize everything. It won't eliminate drug abuse, just like legalizing alcohol didn't eradicate alcohol abuse, but it removes all the compounding effects caused by the substances being illegal by themselves.
Besides, legalizing is, from a moral perspective, the only right way to act.
In an ideal world, perhaps. Sadly, in the real world, a browser seemingly supporting a feature doesn't mean it gets it right, and not all features can be detected by testing.
There are quite a few applets demonstrating chemical reactions/bonds or physical equations etc., and as such applets are relatively common in teaching materials for high school (/secondary education) physics and chemistry, at least with teachers (I had or) I have substituted.
They are obviously years old and rarely signed, which is a shame because quite often there are plenty of demos, none of which I can run with modern default settings of a PC (and sometimes I wouldn't have enough credentials to do anything about it, anyway).
You're probably not alone, but I don't think that opinion is popular, either. The reason why many people associate loud engines with powerful (IC) engines is because powerful engines, such as those found in racing cars, are loud. Often very loud. It's also not possible to make them quiet without sacrificing performance.
If you meant to say that you don't think much of IC engines in general, you could've just called them inefficient and be done with it.
If I had to guess, the reason why block heaters aren't mandatory is because they are rarely necessary, especially with petrol engines. Helpful perhaps, but not necessary. (Yet I do have a petrol-operated heater to help reduce harmful emissions and possibly engine stress -- if only I remembered to use it those rare occasions I store the car in the cold. I've yet to come across a situation where a car wouldn't start because of temperature here.)
These areas, in Siberia and northern NA are much colder at times, even when they aren't within the Arctic Circle, so their situation might be considerably different.
