Resource overlays might have solved the problem a bit More gracefully. They allow you to specify additional resource directories that take precedence over the default one. I don't have a link at the moment, but google should be able to tell you something. You'd still have to hack around with the build file a bit, but if you're a java/android programmer you should know about ant anyway.
As long as you're learning about java build tools, take a look at the android maven plugin. It can be useful once you outgrow the confines of the default android build process.
Frameworks, on the site at least, means any pile of code that can be used on iOS. It's definitely a misnomer, but it fits well enough with what people search for. I'm sure you had the same issue when deciding on a name for cocoacontrols.com.
It's hard to say what differentiates the sites. They definitely serve the same niche.
Interactivity (most popular, etc) is definitely on my TODO list for the site. I'll probably end up requiring login with OpenID for commenting and rating.
I agree that the details are pretty slim on frameworks. As part of the interactivity feature, I plan to add a form for suggesting changes.
There's a continuous integration server called calimoucho (https://github.com/guillaumebort/calimoucho) written by the author of the Play framework. I don't have any experience with it though.

Google tells me that curate means "Select, organize, and look after the items in (a collection or exhibition)", which seems like an accurate enough description for me. I'm ok with it coming across as tacky to some.
Speaking from experience using mysql as a message queue.
Lock contention will be a bitch past a certain number of processes/threads accessing the DB. Also, hopefully your application doesn't crash during the long-running work. If so, your messages are gone forever.
As for a simpler idea, message queues aren't that difficult. Why not just install a proper one to start off with.
