Why not just use a browser based password manager? Just works. You need only one tool that gets updated. And Browser vendors are extremely vigilant about security. All platforms covered.
I think it is misunderstanding to think that Phd Salaries will increase to high level if immigrants left. Will NIH or NSF dump 3 x more money? If that is the case are civil servants in USA getting super great salary (a friend works for DMV in NJ and she says pay is awful)
Sure - if one has some weird hardware? or need to use some specialist windows only software/workflow.

with that argument - even ChromeOS is great. Just works. Especially for all the school kids without compsci degree or even Amazon staff (that use a modified form of chrome OS).
I don't understand the downvotes. Literally every single German email provider took like 5 years to implement 2FA. Even now lots of security issues with many German providers that claim privacy. Even so-called DE-mail was sham. Still somehow people assume FAANG is crap in data security. (Yes, I am not demanding privacy from ANY MultiNational company)
I would not go that far to say all govts are like that. The main problem is majority of citizens cannot easily remember such things. Even simple PIN that is included in EU ID cards - most people don't remember or use. people want frictionless use.
Another point (but my common observation) is the responsibility. By going SaaS or using cloud - any kind of data protection, rules/responsibility etc is moved away. and in many ways it is better - Google, dropbox or Onedrive will have better PR to take the pain if something goes crazy. Tickbox compliance is easy.

If the user says NO then to later enable it to allow sideload Yes, the user needs to factory reset phone. Done.
