Where can I get a $20 SDR?
Here's a page with radios that work for sure: http://www.rtl-sdr.com/buy-rtl-sdr-dvb-t-dongles/
By the way, these are receivers. If you want to transmit using SDR, the hardware is going to be a bit more expensive.

The rtl-sdr dongle is available for around $25 on Amazon.
$8.66, and I'm sure you can go lower. https://www.amazon.com/DVB-T-RTL2832U-RTL-SDR-Receiver-Compa...
