if you say "less humans", surely you mean "less ultra-rich humans", right? because poorer humans usually account for the minority of all the pollution.
I remember seeing these CD displays at every corner, from malls to small kiosks. They were everywhere. And so, kids grabbed them and played frisbee with them right on the streets. So, these CDs were lying all over the ground. In every street, at bus stops, playgrounds. Everywhere.
Was totally underwhelmed an wondered why everyone seems to like this.

At least if your car is registered in a European Union country, you will still get a ticket. It takes some days, but eventually it will appear in your mailbox at home.
You could get away with simply not paying, as collection would be too much of a hassle. But they'll note your plates and the next time you're back into Norway and your plate gets scanned, they might visit you right on the spot to collect your debts.
