It plays random videos, one after the other. There might be a (not the most legible) status bar at the bottom, saying something like "Video looks stuck! Try clicking to start!"
About the videos:

I think it's randomly drawing from that subreddit, results can be interesting or not so interesting.

If a stuck video can be detected it should restart automatically.
it seems to pick random broadcasts from YouTube; attempting to mimic the weirdness of the Rick and Morty ep.
