Maybe because some people seek alternative to official CCP policies.
We're not talking about western party constellations, and we're not talking about an underground opposition party.
These minor parties have to endorse whatever the main party says. Sure, they may be allowed to have an opinion about some new street in some village. But they may certainly not develop "alternative policies".

The parties may not have much space at the policy level but membership in a minority party does not require the same doctrinal commitment as joining the dominant party.
Is it because there are few members, so you can rise fast if you're content with a middle-level position?
