Having a service catalog is a best practice for eng teams. No surprise to see Atlassian enter the ring here.
I'm obviously biased, but I think if you're running more than 10 things in prod, not having a service catalog is like not having CI or not using version control. You can probably scrape along without it, but things will go faster, safer, and more reliably with it in place.
