I wonder if it's attributable to the asphalt and concrete having proliferated.
North of Phoenix, where there are actual mountains and trails, it's super clear that those materials hold heat for a long time after sundown.
When hiking/walking trails, just after sundown the temp drops very noticeably as one steps from concrete/asphalt to natural dirt, within a few steps.

Is there a reason Phoenix (and Arizona in general) doesn’t use road/tarmac coatings to reflect the daytime heat?

White cars, white roofs, white pavements should be mandated in hot areas.
mandated means more government which is more energy spent, i fear.
white roofs are definitely a thing here, and lots of white cars, and like the other post noted they're researching white pavements.

Mandated also means various degrees of ruining the lives of people who won't get in line which seems pretty drastic over something as petty as paint though.

Gonna just add my standard "climate denier" take and remind everyone that we've been in something of an "ice age" for a long time relative to mean global temperature (https://www.climate.gov/news-features/climate-qa/whats-hotte... for a simplistic explanation). Yeah we're accelerating it unnecessarily, but it wasn't going to stay this cold forever regardless. Probably that doesn't make anyone feel better about it, but maybe it does for some.
Not sure what my point is, other than the fact that, like everything else in the sphere of climate change, if you've been paying attention then nothing is really all that surprising.
