The reason kids go to school early is not to be educated, it's so their parents can go to work early. Bossman is the one who's standing in the way, not the school administrations.
This is why I actually believe in Metas vision of accessible VR. I think schooling is going to be done in VR in the future. There is a huge economic incentive to do this.
