They do not usually communicate to their citizens in English. The press release http://www.moe.gov.cn/jyb_xwfb/gzdt_gzdt/s5987/202208/t20220... calls the illustrations 比较丑 "quite ugly". Not sure where the Guardian is getting "tragically ugly" from, but my guess would be a social media post ridiculing the drawings.

Well, they are ugly. Some are even provocative.
I can't imagine my government using the word 'spiritual' like that and it left me wondering if this was a mistranslation or the CCP is actually concerned about citizens spiritual welfare?
I see 'tragically ugly' as another example. North Korea communicates this way too and I wonder if they're just finding the coolest synonyms in a thesaurus or this is how they actually communicate to their citizens.
