Personally, I think it's "mine is longer" or whatever other euphemism for power tripping you care to use. It's possible they're just staggeringly behind the times, or to be fair there is a customer-facing component to other power-tripping individuals that must be considered. But given that I suspect the boss suits don't do 40 hours in the pen...
At least at my workplace I've noticed that the group of higherups hard-set on "everyone must be in the office" are the same people who are taking 6-month long sabbaticals and quarterly vacations and are rarely actually in the office (I walk past their empty, vacant space every day). Rules for thee...
