Based on the domain this article was posted at I don't think it's worth my time to read it and determine if it is good reporting.

Probably because they were fresh out of experienced, motivated soldiers to send.
This is the first I have heard of this, and I should have heard some indication of it before. It matches a propaganda technique of charging your opponent with the source's own faults.
