The executive branch of the government has the power to request that content providers who are hosting content that could reasonably be interpreted as dangerous to public health be taken down. And the content providers have the power to say no (or yes), after an investigation.
I don't really see this as some sort of extreme violation of people's first amendment rights, the rights of companies to host content, although i suppose it's a fairly ham-fisted way to achieve your public health goals.
