Actually this strobing glaring light tells you all you need to know about that guy. This is exactly the way they treat the environment at SpaceX in Boca Chica. Utter contempt for everybody else.

This sort of persistent naughtiness can be quite difficult for planners to effectively deal with, though occasionally they get their own back in spectacular fashion; dodgy developers who demolished protected buildings are occasionally forced to rebuild them in full, which has to be quite satisfying.
