Depending on the climate, Never when the sun is shining too bright, like at noon. Water drops become magnification lenses and leafes die.
i generally water in the mornings about 5am to 9am, the recommended time but with one difference. For fall crops that go in early: like brassicas, I will sometimes water them at noon or afternoon, to help keep them cool on those really hot days. I don't want them to go to seed, so I need to keep them cool.
