While potentially significant in determining the intent of various groups in China reacting to knowledge of the virus, an extra two week headstart on developing a vaccine seems to be of little consequence. There are so many variables involved, it's not even clear if knowledge of the virus two week earlier would mean the vaccine would have been produced two weeks earlier.
And: how could anyone judge the significance of acting asap, at the time?
