I can’t imagine their navy would hold up to the opposing air power for very long
Strong navy is not needed. This is an extremely asymmetric problem - one explosion can take out the whole tanker. (Or at least disable it for a long and costly time) And nobody can stop all the relatively cheap attacks, regardless how much power they have.
