You're describing the difference between the org chart that HR own (which only changes when someone leaves or there's a promotion) versus the one the engineering leaders manage (which changes on a daily basis). The engineering managed org chart is alive and is the real source of truth in most tech companies.
Do you have any techniques for mapping this out? I wonder if some of the internal AI tools now will help with this.
