I don't think there is a possibility. A democracy that isn't in the US' interest (and now Russia's) descends into autocracy as a defense against interference. A Shah is a compromise that gives them acceptability to the superpowers and a better life than an opposing autocracy.

A year ago a Danish soldier who responded to an ambiguous situation involving US bases that might be real or might be an exercise would have been court martialed and probably not able to justify their actions with this law despite it being on the books. An accreditation may have a minimum number of hours for Greek Classics and could expect the topic of Classical Greek Cultural norms to be compared/contrasted with modernity or it may not be mandatory to cover. That's a bit short of an accreditation telling an administration to ensure the topic is never covered or to police every unlisted topic a professor may cover.
