The exploit grants arbitrary code execution, it can just fix up the telltale signs of the USB DMA corruption before jumping to an updatable part of the boot flow

I'm not American, but I am a citizen of a nation that's not under any kind of sanctions/embargos (Italy) and some friends of mine managed to get approved.
The fact that my account is new (I tried applying with a business account that was created a couple weeks ago) probably doesn't help.
I tried it once and they somehow decided I'm not worth, if I try again it fails with "We couldn't start verification. You may not be eligible for this verification flow right now. Please try again later, or contact support if you think this is a mistake.", not sure if they think I'm part of an APT or whatever.
Note that the 7.5x multiplier is only for the promotional period (until end of April), then it'll get even worse. If I had to guess it'll be priced at 10x.
Even with the alleged education discount a Logic8 will still set you back around 250$ and it only has 8 channels @ 100MS/s, the LA used by the article author is 69$ and does 200MS/s on 16 channels, going up to 800MS/s if you're using just 4ch.
The new Saleae Logic MSO looks like a fantastic piece of kit, but their pricing isn't justifiable for an hobbist IMHO.
