It's of huge benefits to me when I have to make a small tweak (fix a bug, or add a new specific corner case) into an existing codebase that I didn't write and don't know very well.
Being able to make a small change and being confident that it will not send everything burning in hell.
Average in a (big) city is skewed by other office jobs. Developers are not the only white collars in town..

Not mandatory to work at home to learn new tech, and if you do, it's up to you to be paid for it: change job to match your news skills.
Vietnam also put vietnamese in "prison" like quarantine for every suspicion.. that can't be done in the US/EU. It won't be accepted, and there is already too many cases.
