I don't think self driving cars will ever have a low enough barrier. You need data to train the cars, and you need a lot of data.
Google is mining millions of captchas for their self driving cars, they could publish their algorithms for it too, but unless you have access to all that beautiful training set, it wouldn't be much of use.
I have no idea how lyft or uber is going to get that much data, maybe potentially buy paying drivers more to stick sensors on their cars to collect insane amounts of data? But it's gonna be a tricky thing to get right

$14 is really low for programming in TX. Interns in (Houston/Dallas/Austin) get paid more than that. I think you just to look what's actually there, especially in the heath and energy business.
My mom works for Mercedes and she's been telling me (She's really tech-y) they really wanna use Blockchain/Smart contracts to help validate someone before they purchase a car. Essentially before you buy a car, you need to verify you have the credit, cash, etc.. whatnot. She says that Diamler/Mercedes think they could make this a lot smoother with smart contracts and what not.
Interesting enough, over the summer at Microsoft, they were actually switching out for the 4k TVs. It wasn't that bad tbh. Definitely different. The Surface Books couldn't handle it very well (they didn't have GPUs) but the work stations did great.
