In 2013, the Interior Department announced that it would open eight new public residential buildings to electric utilities for construction and construction of low-cost utilities, allowing them to become more than just one-third renewable energy utilities.
While the federal EPA recently approved three new public buildings in 2017, the new regulations only require utilities to open about 60% of the electricity that is needed.
