A software company who does not change the world, and/or change with the world, will die. The world is not dependent on Oracle DB though. Enterprises are chomping at the bits trying to get of Oracle DB. Evolution is brutal.

Perception. Interpretation. Either way, "sprint" is intended to imply short burst, definite endpoint that can be seen. A Burndown is about measured capacity. The only actual speed that matters is time to failure, i.e. "fail fast".
Crazy enough, I'm from the management school that believes the work is only the tool to develop the person and pay the bills. I will always sacrifice the work for the worker. It's sad that the majority of managers see this in reverse.
As a Dev Manager, please don't "fix it then-and-there." I've found that developers are great at fixing problems but terrible to prioritizing work. After all, its not their responsible to set priorities. The 'fix it then-and-there' on even a small issue has the potential to completely derail a project. Tech debt though, has to be treated with similar reverence to feature development.

It's a matter of trust. My teams are mostly self-organizing where they have almost complete autonomy over their work product in true Agile sense. The times that I have to step in to introduce changes, I pitch the benefits and intended outcomes. I'm also quite transparent with my teams. If something must be done for security/compliance-sake, I also share with them my disdain for it but also how the particular change increases our sustainability. They may not like the change but if they see the benefits and outcome, you should be ok.
This is nothing more than Big Gov trying to save the dinosaurs. The Canadian media giants have not evolved at the pace of technology. They have no innovated since print and radio. Of course their revenue streams are drying up. And of course Big Gov is tired of subsidizing a failing enterprise. Though, it would be interesting if Mr. Trudeau countered with blocking a Meta traffic in Canada.
Agile environments are much better at this. Its inherent frequent touchpoints and "fail fast" mindset can help to ensure the juniors are getting as much information and direction as required.
Large enterprises using MS Office suite eventually rolled into O365. Sharepoint, same. MS cloud offerings were simply evolutionary. Enterprises simply had to shift from capex to opex. This is why they stayed.
